New Freedom Fund
New Freedom funds allow eligible disabled individuals to ride at little or no cost where a local sponsor agrees to pay at least half the cost of the trip. The remaining cost is paid through federal New Freedom funds. Eligible riders are those who meet the definition of an individual with a disability under the Americans with Disabilities Act, including those with an HRTransit paratransit-eligible ID card or other acceptable certification that they have a physical or mental impairment that substantially limits one or more major life activities.
How the Voucher Program Works
Each voucher trip must be sponsored through either an outside non-profit or government agency or another sponsor organization – such as an employer or assisted living center. The sponsors will distribute program information and “vouchers” which will pre-pay 50% of the total fare. The funds provided by the sponsors will then be evenly matched with funds from this grant.
The New Freedom Fund Initiative (NFI), introduced in 2001, is a nationwide effort to remove barriers to community living for people of all ages with disabilities and long-term illnesses. Today, there are more than 54 million Americans living with a disability, representing a full 20 percent of the U.S. population.
Under the Federal Department of Transportation, the New Freedom (5317) formula grant program aims to provide additional tools to overcome existing barriers facing Americans with disabilities seeking integration into the work force and full participation in society. Lack of adequate transportation is a primary barrier for individuals with disabilities.
